This update improves discount management in admin and makes discount behavior more consistent across cart, checkout, and order recalculation.

1) Better visibility and control in the discounts list

• Discounts list now includes a dedicated View action (in addition to Edit), which is shown based on user permissions. (Added a read-only View discount page for users without edit access.)
  
• Discounts list now includes a Status column with an inline Active/Inactive toggle.
  

2) More reliable discount calculation and enforcement

More reliable discount calculation and enforcement now ensures discounts, coupons, free shipping, multi-currency pricing, and order recalculations are applied more consistently and accurately, with clearer coupon feedback and stronger safeguards against incorrect discount totals.

These improvements make discount management clearer in admin and help ensure more reliable discount behavior across cart, checkout, and order recalculation.
